This sector includes fresh, frozen and processed plant and animal products.
An exporter that exports fruits, vegetables, animals and animal products would be required to apply for an export licence.Apart from the export licences, an exporter of agricultural produce should apply for a Biosecurity Approved Premises(BAP). BAF will inspect the premises to ensure that it complies with BAF requirements and recommendation for approval is submitted to the Permanent Secretary for Agriculture. Farms that plant crops for export must first be registered with BAF upon the recommendation by the Ministry of Agriculture.
Upon registration, BAF will conduct monthly audits to ensure that farming practices comply with the BAF requirements.The exporter needs to check for biosecurity requirements of the importing country. BAF only works to meet the importing countries' requirements and thus ensures safe international trade according to WTO SPS agreement. Exporters can also seek advice from BAF on the biosecurity requirements of any foreign markets that they wish to export to.

Manufacturing relates to the physical or chemical transformation of materials or components into new products, whether the work is performed by power-driven machines or by hand, whether it is done in a factory, or in the workers’ home, and whether the products are sold at wholesale or retail.
The assembling of component parts of manufactured products is considered manufacturing also. Manufacturers are to be registered with FRCS as an approved manufacturer in order to quality for duty free imports of raw materials. This applies to both local and foreign businesses.

This sector includes gold, silver, manganese, copper, zinc, marble/limestone, phosphate, magnetite, hematite, ilmenite, rutile, zircon, topaz and underground water.
A company can apply for a prospecting licence for any minerals. Once the prospecting process is completed, the company may set up its processing operations for export.
Outlined below is the process of obtaining a prospecting licence from the Department of Mineral Resources
Obtain Prospector’s Right from MRD
Identify area & mineral of interest (via MRD geological maps/reports)
Formally submit area of interest on a topographical map
Peg/mark out or apply for a waiver of pegging
Notify landowners, obtain consent
Obtain & complete Form 1 (MRD) with supporting documentation (work program/ financial capacity)
MRD assess application
If Form 1 is in order, the applicant is to advertise application area & await 30 days objection period
Advise Divisional Commissioners & TLTB of licence grant
Transfer fees to revenue & registration of licence
If no objection received, MRD submits recommendations to Minister
Upon approval, advise the applicant on the bond to be submitted
Submit a copy of the licence to the applicant
